		<description><![CDATA[I&#039;d like to know what the composition of the PBC is and how its members understand their responsibilities to departments, etc. to which they belong. I&#039;d also like to know to what extent PBC members are encouraged or allowed to discuss proposals floated at PBC meetings with members of their departments, etc. It seems like the present modus operandi keeps most of the academic community in the dark until after decisions are made and carried out.]]></description>
